In the late '80s early '90s there used to be a device that sat connected to your PC and your phone line which if you called your phone and entered a code, it would power-on your computer. Does anyone know if there is still such a device available?

Yeup, get a modem with Wake-on-Ring capabilites, and make sure your motherboard has a header for it (three little pins to connect the wire to). There might be some Windows settings, but I don't think so.
