easy fix, just right click on the install.exe/setup.exe and go to the compatibility tab and click run this program in windows 2000 mode.

some games require you to install directx along with the game, but nothing will get updated unless it needs to, so you just agree and it should install fine.

where can you find that?

Always run the DX installer that comes with the game, as M$ continues to expand the DX 9.0c libraires.

Try the M$ Direct X updater (google); it should get your DX up to date.

you can also try dxdiag in the run window to get some info on what you are running..

DXDIAG won't list which DX9 .dll's are installed, and theres a ton of them. The easiest way is to run the updater.
