I have an x1900xt, and with everything pretty much maxed, I'm getting 20-22 fps outside, and 40-50 indoors, 30 when in combat. Whoever plays, do these look normal or is something wrong? I have it running on a 22" widescreen at 1680x1050 native res.

The rest of my system is in my sig.

That sound about right, what about AA, Bloom or HDR and what item, tree and other fade settings are you using these all contribute towards the fps you can find information here http://www.tweakguides.com/Oblivion_1.html .

Are you using AA and Bloom, or no AA and HDR? I run driver level Adaptive AA and HDR on my x1950 Pro at 1680x1050 and I get similar FPS, but my oblivion is modded a bit to look better and run a little better. That sounds average for the card. Check out this link to aid performace and/or make the game look better

I have AA at 2x, AF at 8x, shadows to half. Self shadows, tree canopy shadows, and bloom are all on. And also, everything in ATI tray tools is up pretty much all the way. Water detail is at high.

That is what you should be getting then you can do some tweaks to get better performance using the linkys but only if you can be bothered.
