PC Wont shut off? WTF!

So i went to a local computershow this past weekend, not looking to buy anything but i saw this Asus A7V8X board and had to have it. well it wouldn't work. the board didnt seem to get power, it would turn on for a few secs then stop. I thought maybe the case was shorting out the board somehow. so i moved it into another case and it's working now, the only problem is it wont shut off? this defenitly has to be a PSU issue. when you shut it down in windows it sounds like it wants to turn off but instead it just powers back up. Help!

so you moved it to a new case and now every thing is fine but it wont shut off? disable things like wol, ps2 wakeup and things like that.

how do you shoot the devil in the back? what happens if you miss? -verbal
