during an upgrade from 98 FE to SE, the startup disk creation locks at 20%. Without replacing the floppy drive, is there a way around this?

Yes, there is. Don't put in a floppy disk! Then when it asks you to insert a blank floppy, press "cancel". It will skip the disk creation portion.

if you do need a boot disk, do what crash said and when you get to windows go to bootdisk.com.
