How do you play a custom audio file in CS:S?

I searched the forums and google, maybe I looked using the wrong keywords. I didn't find exactly how to do this. Would somebody please tell me how to play a custom audio file over the voice communications in CS:S.

Half Life Sound Selecter. You can put songs or audio files and with one press of a button play a song over your mic you dont even have to press the mic button... Before you do this I wanna warn you it usually results in kicks by the admin
