Eventhough in theory the SL75DRV5 can run at an FSB speed of 166 and should be able to support 8x AGP does this theory also extend to the practical or is it still limited to FSB 133 and 4x AGP? The 166 FSB option is given on the board in jumper setting but does it mean that the board support it?

The VIA KT333 chipset is capable of a 166 MHz FSB but its up to Soltek to make it work at that speed. Some people have achieved such a bus speed on their SL75DRV5´s. The board supports whatever Soltek says it supports, ie. 200/266 MHz FSB. As for "should be able to support 8x AGP" I´m not quite sure what you mean.

My friend have Soltek SL75v5 and unlocked Athlon.
FSB 166 not work with this mainboard. AGP and PCI are highly overclocked.

A lot of motherboard using KT333 chipset did not have a complete redesign. Many manufacturers just use the their KT266A chipset motherboard's design because they consider front bus above 133MHz is just overclocking feature. That why many KT333 based motherboard is not stable with 166 FSB.
