Here are the specs of the PC I used. They are also included on the last page of the article:

Intel Core 2 Quad 2.66 GHz
4 GB RAM
768 MB NVIDIA GeForce 8800 GTX
Windows Vista

Stranglehold has vsync turned on with no option to turn it off (although there may be a command line flag to do that or your video driver control panel may be able to force it off) which kept the game at 60fps on that rig.
