should i be able to play world in conflict on high graphic setting with the system above???

I've got a Core2Duo 6550 but only a single 8800 GTS 320MB @ 580MHz. On my system I'm pretty sure the game is CPU limited. It is normally a good idea to spend more on the GPU but for this game the CPU is a bigger deal.

For sure you will be able to play the game but you might need to turn down CPU intensive options. The game has 2 pages of extra frills that can be tweeked and a very nice benchmark to test your system with the settings you pick.

Really all the frills don't matter so much because you only notice them when you are up close to the action. When you actually play the game you tend to hover high enough to see a broad picture of the action (you don't zoom in on only one or two troops). Since you are normally getting a birds eye view of things all the finer detail up close really does not matter.

EDIT: BTW I've got a buddy playing the game with an AMD x2 4000+ and motherboard graphics with the settings on ultra low.

No you wont be able to at the highest setting you dont have enough video ram. The devolopers and Nvidia has pretty much said so you need the 8800 GTS 640mb version or a GTX.
