If a phone is "OTA capable" what does that mean exactly?
What does that translate into for the end user of the phone?

OTA is "Over The Air". Means the phone can be programmed by calling into a
over the air programming system (*228 for Verizon). Used by people at
stores at time of activation to program the number, network ID and PRL into
the phone for customer. Used by customer to keep PRL up to date.
