my motherboard manual has a section about CPU:DRAM frequency settings though jumpers on the motherboard. what exactly does those settings do? and can they create booting problems if not set correctly? and also how do i know which setting is the best?

here's what that section says:

------------
1) CPU:DRAM Frequency Setting (BSEL0, BSEL1)

This jumper sets the external CPU:DRAM frequency ratio for normal operation. The default operates at 133:133 Mhz.

CPU DRAM BSEL0 BSEL1
133 133 [1-2] [1-2]
100 100 [1-2] [2-3]
133 100 [2-3] [1-2]
100 133 [2-3] [2-3]
------------

i know how to set the jumpers but dont know what is it used for.

thanks in advance.

These settings just let you run your ram and system bus at different speeds.
For example
an XP cpu + PC133 will run at 133:133
a Duron + PC133 will run at 100:133

Obviously 133:133 is the fastest, but should only be used for Athlon 'C' or XP cpu's, not Durons or Athlon 'B's.
