Is Simcity Societies a dissapointment?

I bought Simcity Societies when it came out. I had a gift card that knocked the price down $15. Playing it for a few days and it's not good. The graphics are nice but taking out all the core elements from the Simcity franchise destroyed this potential masterpiece and could of given new life to the franchise. It looks to me like a combonation of The Sims, City Life, and Simcity. The lifeline of the franchise was the content and micromanagement. In SC4k with the expansion, came more content. I thought that if SC4K had one more expansion it could of been destined for greatness. Simcity Societies took a big step back. What do you think?
