When a person is War Driving and finds an AP that is not using WEP, what
are some of the reasons one cannot get a connection to the Internet? The
local library, while free, requires the user to go to a particular URL to
begin accessing the Internet.

There will be some sort of access control software requiring machines to
meet some specific criteria or as in your example, perform a specific
action before it will allow packets to be routed.
You may also find that the connection requires the use of a defined proxy
server to get access or only known MAC addresses are permitted connections.

Basically, this is an access control mechanism. User needs to go a
particular
URL first to input his username/password to surf the Internet. In orther
words
user is forced to input his u/p. If not, he could only qualify for some
spciefied
URLs such as the library's web site, etc.
