Won't install Internet Explorer

I currently have IE 6.026 installed on my comp. I tried to reinstall IE, and
it gives me a message saying "The software you are installing has not passed
the windows logo testing to varify its compatibility with windows XP. This
software will not be installed. Contact your system administrator."
The reason why i'm reinstalling IE is because I get a blank page in a new IE
window when i'm viewing certain websites.
Can somebody help me with this issue?
