IE5.5 Tools>Options Restriction

I am not able to edit my IE5.5 tools>options. Alert message says "Restriction - Contact administrator".

I am the only user/admin of this PC and do not know how to remove that restriction. Any suggestions?

I installed ie6. All settings were imported so the problem persists. More specifically when I try to access Tools>Internet Options the message is, "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Can anyone tell me how to administratively fix this? ... or is this a strange case?
