Monitor doesn't reset

Sometimes when I am starting up my computer my monitor
doesn't seem to come on. I have power and the monitor
work fine, but it seems as if it isn't being refreshed or
something when it starts up?? The green power light is
flashing, but sometime when I turn on power to the
computer the monitor doesn't click on and the power light
stay permenantly on, it just keeps going on and off..

My monitor is Samsung SyncMaster 997DF, I contact Samsung
and they of course say the monitor is fine, it is a
software or system issue.

Check the video card and the cable.
