how to make programs available to new users

Windows XP... had one user account but needed to setup separate account
(non-administrator) for my son to use PC... he needs to use programs that
are already installed on the PC, but when his user account was setup, he
cannot see some of the previously installed programs. I also need to setup a
user account for my daughter. How can I make the installed programs
available to them?
