power blips on shutdown

Hi Folks,
I'm have a P3 PC running Windows 98. After I shutdown, the
power indicator LED keeps flickering. I found that the CPU fan also keeps going on-off-on-off...

I don't know how to isolate the cause of this problem & how to fix it. Can you help me with this?
