(PC) C&C 3 will not load

I have a HP Pavillion Elite M9060n Desktop and I have been able to get every game to install and run with no problems. I tried to install C&C 3 and I get to compying files and then the DVD light stops blinking and the HDD light also stops. After about 10 to 15 minutes it times out. Is it because I have a Blu-ray drive? Any help please.
I went to HP forum no help and EA is very hard to get help.
