The gameplay is fantastic (except that the cars drive more realistically rather than like go-karts!)
I can't begin to tell you how disappointed I was with the graphics though, my friend's 360 had jaggies everywhere, the pop-up on scenery would happen AFTER you've crashed into it! the fps at times would drop unbearably low, and as people have mentioned, the fog limits how far you can see anyway to try and give the thing a fighting chance. The motion blur is horrible too.
I have been playing this game for the last 2 days now (X360 version) after work and I must say that it’s starting to grow on me. At first yeah you do notice things such as textures not popping up at the right time and such, but never on objects you can hit just simply low-resolution to high-resolution texture pop up. I would bet that the PS3 version does not have this problem as it has an install feature.
The view distance in my opinion is not an issue, you are able to see everything you need to and the skyscrapers in the distance show in all there glory. You can also see way off in to the distance down the streets too, I personally have never encountered a wall of fog yet.
The game has how ever crashed on me 3 times, if it were not for the auto save that is now implemented it would have been very annoying. But as it was I only lost about 5 to 10 minutes play. Although it only seems to happen with the cut scenes, and the issues are very random. With one crash freezing the game completely with visual anomaly’s, but another just froze the image on the screen while leaving the cut scene and then the game playing in the background as I could hear the sound still going. (I just hope I don’t have to RMA my X360 ‘again’, f**king Microsoft)
There are a few other gripes but there mainly my opinions, for instance the police are not so hard anymore. I mean you can out run any police car in the game with even the slowest of cars. They only become hard to tackle if you get out your car and try to shoot back. If you keep on running about from car to car and never look back you can last for hours on one single load of health. Saying that I never managed to get over 3 stars, but that’s mainly due to it being stupidly hard to. I must have killed about 20 cops and twice as many people on the road and I still never managed to get any more interest. It could be due to my stage in the game but no reviews I looked at hinted at this.
Other than that it’s a great game, a game where all the little bits come together and make a great game… Is it the best in the series? Yes! Is it a 10 out of 10 game? No!

I hit one of those triangular support/pillars in the dock before it had been drawn. I also find things in the distance a bit too fuzzy, like when you drop from AF to bilinear.

I had 5 stars on my 3rd mission- Helicopters, SWAT team, FBI.
But then, I was completely lost and kept ramming the cops and killing the ones on foot.
I do like the way you can get flung out the windscreen!

I have the PS3 version and have not seen any texture pop-in, and pop-in in general is more or less non-existent. That being said, apparently the PS3 version actually runs at a lower than 720p resolution (640p), although most of the reviews seem to think the PS3 version looks better. Based on the screenshots of the 360 version I've seen, it does look like it suffers from some bad dithering, although neither version has great antialiasing. I personally think the graphics are amazingly detailed for the size of the environment, but performance could bet better.

That's one of the things I'm looking forward to if they do make a PC version. Better performance(hopefully) and the ability to run at 1920x1200 with antialiasing.
