Your CPU and GPU are both a little slow for this poorly optimized title.

8800 and dual core cpu to run smoothly with high settings.

yeh, youl probly not manage the higher graphics quality. Would think lower quality should run smoothly.

Don't forget the basics as well;

Make sure your drivers are up to date - especially graphics card drivers!
Defrag your hardrive.
Shut down unnecessary processes in the background.

I'm intriqued as to how SRTest came up with your CPU speed "performance rated at 5.42GHz" Is it doubling your 3GHz then knocking a bit off?

I should imagine your 8600 is the bottleneck moreso than your CPU

But srtest is showing that my computer is better than recommended so what to do is that problem with my xp 64-bit because on 32 bit I runeds all the popular games except crysis which i runed all high with volumetric to low what to do?

I wouldn't trust that site for a few reasons...
1) it's clearly misreporting your CPU speed
2) it says you have a 256 mb video card, when you said it's an 8600 gt 512

Possible problems/solutions:
1) CPU: Pentium D chips might look good but really, they aren't. It's a bottleneck in your system
2) GPU: as someone said above, Rainbow 6 is badly written, so that card probably won't push past 30 fps at a resolution higher than 1280x1024 with medium settings.
3) OS: Windows XP-64 is terrible... absolutely terrible... I'd recommend upgrading to vista 64-bit, or changing (not downgrading) to xp 32-bit.

I don't have a problem with performance in xp-64, never did.

I have Pentium Dualcore at 3.0 each why are u saying doubling my speed?

Pentium D chips aren't that great, and 3ghz is on the slow side for them. The Core 2 Duos or even the Athlon X2s are much faster.

What processor do you recommend except quadcore?

Reply to nellement

E8400 is tops in price/performance right now.

Is it much better than my pentium D?

Reply to nellement

Yes

Edit: Even at the same clock it will be faster

According to the cpu charts the E8400 would get you twice the framerates in Prey at 1280x1024, but don't buy anything until you make sure if your motherboard supports the newer processors. Your video card will still hold you back in that game.

Here are some benchmarks from the first game (couldn't find a performance analysis for the sequel). I believe the 8600GT is comparative in speed to the x1950pro.

Overall I think a GPU upgrade will help more than a CPU upgrade for this game.

will it be enough for future games?
