I am looking for a suitable graphics card i am currently looking at the visiontek Radeon 3870 OC its currently avaiable for 129.99 so is this a will this graphics card get me by at moderate settings on new games? or should i look for a more pricer but substantially better card?

Your choice is very nice my friend. At this price you won't be disapointed.
If you can pay a bit more, buy a very nice 8800GT 512MB with really acceptable performance.

For the money you're spot on. As Aminel said, the next card worth looking at is an 8800gt but it will cost more.
