Probably that they aren't technologically compatible with NationalAccess
and therefore can't use the service. Which phones are we talking about?

It means that those phones cannot access VZW's NationalAccess data
network.

It simply means that the phone is not 1xRTT capable.
This has nothing to do with voice or the likes of an AC plan.
The National Access feature is what they are calling their
(currently) packet switched data.

Probably don't have a wireless modem built into them - like a computer
without a modem that won't be able to dial up your ISP.
