Frustrated, Desperate Need of Help

Im boggled. First my hardware specs:
ECS K735A MOBO with latest bios installed
(Newly Bought)Amd Athlon Xp 2000+
256 MB of DDR Crucial Ram
(Newly Bought)400 Watt Power Supply--Upgraded From 250 Watt
Now at first I thought maybe the problem was the power supply wasnt powerful enough to run my mobo at 266 FSB. But I get the new powersupply, hook it up and nothing.
Ok, so i try to run my mobo in 266 FSB and it wont even load up windows. Im so confused and stumped right now I would really appreciate some information from knowledgable people. Thanks.

Have you tried clearing the CMOS and resetting the M/B?

Check the memory. Do you have another stick that you can test in the motherboard?
