Formatting, no cd boot

Im trying to format my system, i set the boot devices up properly, it says booting from cd, press any key to boot...
I press a key, then it just loads xp pro and brings me to login. I dont press a key, same thing. i set all 3 boot devices to cdrom , still same thing

Can you boot from floppy, if you can, format the thing and THEN boot with XP CD

..this is very useful and helpful place for information...
