I want to upgrade my motherboard but keep costs low if possible...
it currently has;
• Processor: Celeron 1GHz single core 32 bit.
• RAM: 1X 1GB DDR-400MHz
• HD drive: IDE 20GB 7200rpm
• Graphics and sound: on board
• OS: Windows XP professional service pack 1 32 bit.
What components would you recommend?
I particularly what extra storage. My knowledge on computers is a little limited.

All of that is completely outdated. Get rid of it all and start fresh, but keep the cd drive. Here is a build that will allow you to do so; http://pcpartpicker.com/p/Ew8D
Then get a used Windows XP CD off eBay and use the old COA (on top front of your case) for a new install.
