Random New Hardware Found Sound

I randomly hear a Windows sound which I think is the New Hardware Found sound and am not sure why or how to fix it. Restarting my computer seems to temporarily fix it, but when my computer goes into sleep or is turned off and then it is turned back on again it will make the sounds again until it is restarted again. How can I fix this?

Hi,

Mine also makes that noise but before it does it will freeze up for a few seconds. Does yours do this also or just make the noise?
