COD black ops 2 not opening

when i open COD black ops 2 multiplayer nothing happens. no error log, no freezing, just nothing... the game won;t open even if i left click it 999 times or run as administrator please help

you need to be signed into steam. odd thing is the game wont install withpout you logging into steam in the first place.
the pirate version will let you bypass steam but the original wont.
