upgrade INTEL i3(540) clarkdale to i3/i5 sandybridge or ivy bridge

i want to upgrade my system
i will do that in too parts first processor+motherboard and then graphics card
my current system is
Intel i3 540
Intel h55tc
Transcend 6GB(4+2) 1333mhz ram
Sapphire ATI 6770 1GB(playing resolution 1280*1024)

To name i played farcry3, maxpayne3,codmw3,darksiders2,borderlands with my
current system
i got 25-35 fps with very high setting for FC3 and maxpayne 3
i also use visual basic 06 and 2010 , java,oracle all those learning phase software,
Convert HD camera recordings to .mkv
That's all i use my PC for.


my budget is around Rs 13000 INR(Indian rupee) for motherboard plus processor and Rs 8000 INR later for gpu (budget in all = 21000 INR)

these upgrades are what i have in mind(so that i would play crysis3)
1) Intel i3 3220 ivy bridge + ASUS P8B75-M + PALIT NVIDIA 650Ti
OR
2) Intel i5 2310 sandy bridge + ASUS P8B75-M + ATI gigabyte 7750/7770

i want to play crysis3 ,blackops2 and other upcoming like watch dog

So which up gradation will be better?
the confusion is with either one i will lose better processor or graphics
both cost around the same with Rs 1000 to 2000 INR difference

Q) will i see much better performance with i3 3220 than 13 540?

Q) i know 650ti is better than 7770 But will it be better for video converting since i have never used any nvidia card before ?

I would go with the Intel® Core™ i5-2310. There is only 100MHz difference in performance between them and that will most likely be made up with the turbo boost. The extra cores on the Intel Core i5-2310 should provide good help with the video converting. Also if you use the Lucid Virtu or MVP software you will be able to tap into the Intel Quick Sync to help with the video encoding that may give you an additional boost over the standard video card.

At the same speed the move from the 1st to the 2nd generation Intel Core processors should yield around a 15% performance boost. Now the move from the 2nd to the 3rd generation Intel Core processors would yield around another 6%. So if both the Intel Core i3-540 and the Intel Core i3-3220 running at the same speed the Intel Core i3-3220 would be around 21% faster. Now this performance boost may not be seen in the gaming performance but it will still be faster.

I would just buy a decent CPU cooler, overclock your current chip and spend money on a much better GPU. A clocked i3 540 would be comparable, if not a bit faster than the i3 3220 since the 3220 doesn't overclock.

i wont be doing any overclocking with cpu or gpu(its almost 39-40 degrees temp here)
i dont know if there will be any bottleneck issue if i just changed the gpu

Will there be performance difference between i3 3220 and i5 2310 in gaming while using a 650 ti or ati 7770
Yes i5 2310 will help me in software's and with only cpu related application
but does a game like crysis 3 or any upcoming dx11 games will perform better with 4 core cpu and mid level gpu like ati 7770
or it will be better to use a new ivy bridge dual core cpu like 13 3220 and slightly better gpu like nvidia 650ti

Even if not overclocking, you would get more benefit spending the money on a really nice GPU, over buying a new CPU and a weaker GPU for the same $$$. A 7870, for example, with your current chip, would do better in games than an i3 3220 with a GTX 650ti. If really wanting a different CPU, keep an eye out for a used i5 750/760.

if there will be no bottleneck issue with current cpu
then i can buy a 7850 perhaps with my budget
and i never had a problem with i3 540 it still gives great performance that's why i never felt the need for overclocking the cpu

I don't know the prices for hardware over your way so can only base my thoughts on prices here. You can get a 7950 here for the same price of your i3 combo. A 7850 is a very capable GPU as well. You shouldn't have bottleneck issues with it.
