Suggestions on 1st time computer build ($1100-1200)

Hello,

Recently I have been looking into building a desktop gaming PC since I could probably get a better deal than buying one prebuilt. I have a limit of around $1100-1200 but I also need a new monitor since my old one is broke. I'd like to be able to play 1080p HD games and have not have any lag, quiet system (nothing that's really loud), liquid cooled?, I basically need a whole new rig. The computer will be used for gaming and browsing ONLY. I'd like to be able to play almost any game I want at 1080p if possible. If you wouldn't mind maybe could someone help me build the best PC I can in this price range?
