For under 200 dollars, it would be better to just buy a used PC, or buy one of those super deal "last year" model PCs.

Or go for one of those mini pcs that are out these days. Like Intel NUC, Zotac ZBOX, ASUS EEE Box, etc. Pretty sure there should be a 200 or lower model in there somewhere. If it's just for web surfing, those will be plenty enough.
