Not really a good idea unless you are not a gamer. A cheap psu and a more expensive gpu gives a better gaming experience then a cheap gpu and a more expensive cpu. But here you want both cheap which will not perform well with games. On top of that you have not told us what type of cpu you need or want or what motherboard you plan to use. So we have no idea what socket cpu the motherboard needs. Post a full budget and what you plan to do with the pc will give you a much better answer. Right now you have left out to many variables.

That's the thing, is its $5 over budget + $7 more for 1866 memory. thats $13 over which might not seem a lot to you guys but for my friend (who I'm building this for) is on a really tight budget and $120 for the both was our max. Will the 640/450 be ok for some gaming though, or are they completely inadequate?

He is coming from a AMD E-300 laptop (1.3GHz dual core) with integrated graphics and 3GB of ram. Hes used to playing games with supreme lag and he would be happy if he could just play most games on medium with 30+ fps. What do you think of the GT 450 + Celeron G1620 (2800 passmark score vs 2600 for the G1610). Also whats better, the GT 640 DDR3 vs the GTS 450 DDR5?

In all honestly? Seriously, save your money and get something better. Refurbished anything is generally bad news and you can't get service for it. Don't buy junk and then replace it six months from now, just save it.

Yes, his laptop is pretty bad. In fact, we cant play games like SC2 with him without him slowing down the game speed

Refurbished anything is generally bad news
This one has 10 reviews and they are all 5 stars, do you still think its bad?

There's a lot of BS that goes into store reviews, don't believe everything that they say. Half the time the reviews aren't even about the product at all.
 
the A10-5800 is a much better cpu than either celeron, its built in GPU is better than the 640, but not as good as the 450. The celerons woud hold the 450 back enough to make the A10 competitive. for a $300-350 total system, the A10 s the very best chip

If you cant afford 1866, use 1600, it only loses 2-3 fps compared to 1866.

subracting the following from the equation: periferals, OS, Hard drive its accually an extreamly budget $210 system. We already bought a Corsair PSU 430w 80+ bronze for $20 (awesome newegg deal). So that leaves $190 for the MB, CPU, GPU, and RAM

How much worse would the a8-5500 be than the a10-5700? ( I want to go locked becuase a 65W processor will be much cooler than a 100W). Also, Do I abolutely need 8GB of ram? What about 2x4gb of 1866 + a8-5500 (unless this will be significantly worse) + $45 MB?

Just make sure that the 1866 ram is quality ram. Often times you will see 1600 ram overclocked to 1866 with higher voltages.

Frys currently has Patriot Viper 3 Red DDR3 8GB 1866MHz Dual (2x4GB) Modules PV38G186C9KRD for $45 and would be a good buy.
