Can I put OS on a HDD then a SSD later

Yes as long as you use imaging software to do the transfer. The ssd would need to be as large or larger than the partition you have on the image to keep things nice an easy. If not, then you will need to use some partitioning program to shrink the hard drive partition down before making the image.

Or you can just reinstall windows on the ssd, but that would entail reinstalling all your programs.

Ok thanks I just wanted to be sure, so after I reinstall windows on the ssd I should probably format the hdd right?

You don't have to format the drive. You could just delete all files and folders or use disk management to delete the partition and remake it for a quicker "delete".
