Cpu: AMD Bulldozer Fx 4100 3.6 GHz
Gpu: Gtx 550ti
Power supply : 600w
motherboard: Gigabyte GA-970-AD
RAM: 8 GB

will my motherboard handle a gtx 680 ?

Yeah, but a lot of cards will get bottlenecked by that cpu.

will overclocking the cpu prevent that bottlenecking?

That CPU is decent for the price. Try overclocking it. I recommend you get a 7870 though, same price as a 660 non ti and is faster.
