Cpu lag spike/ audio buzzing?

Whenever I play any type of audio or play a game on my PC I get a weird buzzing/laggy noise and my CPu will spike. This also happens when I'm on youtube or listen to music. . Anyways, I've looked everywhere for a solution to this problem. Ive uninstalled, reinstalled all new drivers. I really don't know what to do and this is really annoying. Please help

I've also updated to a AMD Radeon HD 6570 card.

Which port are you using as audio out? could be inference from the board. i get it when i use my headphone ports on the front of my case
