FX 8350 Stock Core Voltage

My friend has an Asus M5A97 and FX 8350, his computer is rebooting occasionally, he is using the stock cooler. When I first put in the CPU the bios said the clock speed was over 5000MHz, and the voltage was about 1.4V.

After updating the bios the clock speed was 4000MHz, but I can't recall what the voltage was. If the voltage was still 1.4V, would this be too high for stock? He said his temperature went up to 79 deg C with prime 95.

Do you think that his cpu cooler is not mounted properly or is it something else?
What should the voltage for this cpu be?
 
No, the cpu voltage can vary some from board to board. If the cpu is binned, it may have the voltage on the high end, but the range is deemed acceptable by amd when it's rated. And yes, prime 95 may raise your cpu temp paste the acceptable high ocassionally depending on your room temperature. There's alot of better coolers in the market place than the stock amd; here's two:

Ok, he's buying the Hyper 212 evo(same price as the hyper 212 you listed). I just thought it was excessively hot. My 1055T overclocked to 3.5GHz with a hyper 212 never exceeds 50 deg C. I thought it would be similar, since it was at stock speed.
