Today i bought a Sapphire Radeon HD7950 OC videocard and it is not working properly at all.I installed all drivers and I connected it to the monitor using DVI port.My games are lagging almost all of them.I do not know if it is a hardware problem or I should change something using software?

Maybe the GPU is faulty. I would suggest running it on a different Motherboard or PCI slot and maybe a physical inspection of the card. Other than that you can return it to the retailer and get another one. Hope this helps.

A HD7950 is a very potent card, it should run just about everything out there with no problems, even at high settings.
First check the PCI-E leads are fully connected and check the card is fully seated-you'd be surprised how many times this resolves this type of issue ;).
If you changed from an Nvidia card it is essential to fully uninstall its drivers, use Drivercleaner or Driversweeper in Safe Mode to make sure this is done.
Reinstall the drivers, do n't use Beta software, but the latest WHQL certified drivers directly from the AMD site.

Also, if you are running at 1440P and at max settings that might be it, but norally the 7950 would run that pretty well too, and what games are you playing?
