Long range wif-fi from apartment to office block

Here's the thing I want to know is it possible to setup a long range wireless connection from my apartment to my office block with a very limited budget (say somewhere below $100) within a distance of around 1 kilometer, the problem is my office connection have been severed and I am planing to use my apartment connection instead.

Will this cut it?

At that distance I would go with something larger like

This is about $60.

You may need one on each end though depends how strong the signal is on the apartment side. They claim they can go 30km with one on each ends but I doubt that.

In any case you need clear line of site, all these type of devices concentrate the power into a narrow beam and if you have a tree or a building inbetween it will block the signal. Many times you must put this on the roof or on high poles to make sure nothing blocks it. If you try to go the so called 30km they claim you must be on very high towers since the ground itself absorbs some of the signal so you need to be far away from it.
