Need help, building a new comp.

Everything i'm buying is new expect for HDD and the CD/DVD disk drive. I'm wanting to re-use my HDD to shave off some cash from my build, and ive heard that doing a fresh install is better which I dont mind doing. How would I go about doing this? Would I put everything together, pop in the Windows CD and reinstall like normal? Or is there some other "fancy" way of reinstalling windows on a fresh newly built computer?
