Parental controls on an admin account

Basically the only reason my dad wont let me have an admin account is that we cant have parental controls on one. This is my computer(that i build, might i add) and no one else is using it. If you've ever had to use a USER account for very long you know how annoying it is to have to get the admin to type in the password every time you want to download an update to a program or move a file around your HDD that requires the admin password. And yes i know how much you can screw up a computer if you have admin rights, but computers are my thing, i know what im doing. So, is there any way to put parental controls on an admin account?

There is no way to put parental controls on an admin account. It must be a regular user account.
