Fresh install of windows thinks HDMI is a standard VGA connection. Please help!

So I just built my first ever computer (and it works, thank god) and everything boots normally but when I finished installing windows, the screen is pixelated and is zoomed in but I am using an HDMI connection from my HD 7770 to a 23" HD 1080P screen. I go into the control panel to adjust the screens resolution and the it says that I am using a standard VGA connection at only 1080x720 when I am using an HDMI cable.
Do I have to install the video card drivers for it to work or did I fuck up?

Install the chipset/system board drivers first, then the video cards'. After that network, sound, usb3...
