What would be the most reliable, efficient, and "safe" liquid cooling system for around $120?

I was wanting to get a liquid cooling system for around $120 maybe $130 for my new build, but I want it to be a reliable yet safe liquid cooling system that has a less likely chance of leaking and damaging my over $1,000 build. Any suggestions or tips on cooling will be appreciated.

This is a good cooler the only problem i have with it is that it is already $144 withoit coolant and then i will have to spend another
amount of money for coolant.

That is explained in the sticky but generally Distilled Water is used with only a biocide (which comes with the kit). About $1.50/gal for distilled water, no further expenses

Thanks,and just to get this off my chest, if the system started to leak after say like a month of use without a leak would i be kicked in the butt or would the manufacturer or retailer replace the stuff that was destroyed like Corsair does if you have the correct evidence?
