purchase date: within 2 months for all the parts but will get few parts here and there, the parts i would get first are the mobo, ram, hdd, and gpu.
and i would save the cpu, case, psu, disc drive and the rest like the os for last

budget range: 650-750 usd tops not including monitor or os

system usage: gaming mostly but want to do video capture for 360, ps3 and pc and with the highest settings and fps possible

buying monitor: yes would like around 21 inch ips

buying os: yes. would to prefer to get an oem if possible and the cheapest 64bit windows 7

preferred website: im using pcpartpicker to find the cheapest prices

location: northern virginia, usa

parts preferences: amd cpu and mobo but geforce gpu

overclocking: not now but im open to the option to oc later on

sli or crossfire: not right now but would like an option to later on

monitor resolution: 1920x1080

i dont wanna have to upgrade the cpu or mobo for at least 5-7 years if possible and they still be at least decent then, but since im on i budget im leaving room to upgrade everything else later on.
i am not going with an ssd as of right now since i dont care bout load times and rather use the money on better cpu, i may end up getting one later on when i get more money though.
also the most demanding games i can think of off the top of my head i would be playing are crysis, pso 2 (not out in usa yet), shogun 2, starcraft 2. but id love the option to play other demanding games on high settings and good fps later on

so far here are the parts i picked out on pcpartpicker

AMD FX-8350 4.0GHz 8-Core Processor

havent decided on a video card yet but im debating between

Asus GeForce GTX 660 2GB Video Card

and the lesser to save budget

Gigabyte GeForce GTX 650 Ti 2GB
http://pcpartpicker.com/part/gigabyte-video-card-gvn65toc2gi

how much of a difference for the games listed above would these 2 cards provide?

Get the gtx 660. Will max starcraft no problem. Games like crysis, you will get high-ish settings. Not maxed.
Never get a coolermster PSU. They are total crap. Get one from Antec, XFX, Corsair, Seasonic.
Get 1600mhz RAM
