turn based and/or like "the walking dead"

I'd really like to find a game that has these...

game where you can build your own base or hold a location.

Zombies like the ones in the tv show, "The walking dead." Also having other humans that can be hostile towards your group is a plus.

Sandbox style gameplay

Some sort of resource gathering, hunger and thirst system.

I guess I should add that I want a game that is finished...
