I know that this APU can only work with a 6570 and 6670, but why is this? Why can't it work with a 7xxx card like the 7770?

You mean dual graphics? You can use ANY discrete card by itself with AMD APUs.

For dual graphics the reason is mainly because the equation becomes too lopsided when you start using higher end cards. It's the same reason you can't crossfire a 6450 with a 7870. It's hard to split up the work well when the performance ratio is 95:5 instead of 50:50 or 60:40.

Thats a good way to put it, basically anything higher than a 6670,7670 (oem) would not work well together to make it beneficial. Kind of like with nvidia and phsyX. U can use a 670 GTX to do just graphics processing and a 9800gt to just run physX, but having the 9800gt run just that it actually lowers fps drastically if you had just the 670 doing both the graphics and physX processing

Not to mention the different GPU architecture, ie Northern Islands vs Southern Islands. To crossfire the 7660D you need the same GPU core architecture. The 7660D is missleading because it is really based on the 6XXX architecture not the 7XXX

The 2 GPUs have to be identical for dual graphics to work. In spite of AMD's confusing naming nomenclature, the HD 7660D sounds like it should be a 7xxx series, when in fact it is actually a 6xxx series.
