GPU not fully used

Hello everyone, i have a problem.
I recently bought new graphic card, GTX 650Ti, and I can't get it fully used, even thought i don't get constant 60FPS in BF3.
I have M4A77T mobo
6GB RAM
AMD Phenom II x4 2.8GHz
500W PSU
when i play BF3, CPU is 90% used, and GPU is 70% used.

EDIT: I also have to say that if i put settings on high, GPU is then utilized to 90-95%, but when it's on medium, it is 70%, but the problem is that when it's on medium it isn't constantly 60FPS

Over Clocking my friend. Also you can change the settings for the video card like voltage and stuff.

I overclocked my CPU a little, it does work a little better, but it is still on about 80, 90%

maybe its not need or you probably have the vsync on locking the frame rates so the gpu wont be fully loaded!

i have vsync on, but even when it's off, it drops goes from 50 to 70 frames
