Workstation for graphics editing

I have to replace my MRI workstation. It will be used solely for proprietary medical software of Siemens. This workstation will finally be installed in INDIA.

My Requirements:

Energy efficient workstation (It will run for 10-14 hours a day in INDIA and many times on generator / UPS).
CPU Performance should be close to a Xeon W3680 (I bit less is also acceptable)

Dual Monitor capability needed (Discrete Graphics)
I would never overclock
Are OEM fans good enough?
OS - Windows server 64 bit

PS. The workstation will be used by a Medical team.
