Furmark and Crossfire (Not Using 99% of Each Card)

I stress tested my 7970 with furmark and it worked fine stressing it to 99%, but when I enabled crossfire both cards sit at around 50% usage. I'm running it in fullscreen and I'm not sure why it won't max out my cards. Any ideas?
