GPU usage going mad

My gpu usage is at 90% just after booting
Even when web browsing with no games open, its at 94%.
Its a radeon 7950
I installed new drivers which didnt help
Help is appreciated

Ctrl Alt Delete make sure that windows index crap isnt running.
