PCIe 2.1 and PCIe 3.0 and limitations?

So given all the data on a GPU, clock speed, number of cores, RAM specs, its bit type, how do you know if it will be bottlenecked by only having a PCIe 2.1 port?

Assuming it is PCIe 3.0 compatible
